This is the mermaid cocoon plus hat by designer Scarlett Royal. It is an advanced pattern, and used the 64 peg 1/2" Universal hat loom plus wedge. It has video, picture, and written instructions. It uses techniques like, wedge decreasing, weave in cast on, short rows, lacing techniques, broken seed stitch, modified bind off, double peg knitting, and some sewing.
